CEF End of Project Evaluations (EPEs)  
CEF activities at country and regional level were completed on or before 30 June 2008. Each country or regional organisation undertook an end of project evaluation (EPE) process using independent consultants, who produced EPE reports in the last half of 2008. The consultants used interviews, documentation and validation exercises to develop their evaluations. While these EPEs were not of uniform quality and do not
allow easy cross-comparison, they do provide valuable details of CEF support in each country. Summaries of their findings can be found in the CEF Final Report (available at the bottom of this page). To read each country or regional EPE in its entirety, please click on the links below.

Final Evaluation Report

E. Woods (2009)

The CEF final evaluation by Eric Woods assessed the extent to which planned CEF outputs were achieved, with specific reference to the purpose, outputs, risks and assumptions as articulated in the project log frame. The review was conducted using: a desk study of CEF and other education policy documents; telephone and face-to-face semi-structured interviews; analysis of CEF narrative and other reports and published and unpublished documents; country and regional organisation EPEs; an evaluation of the Gender Equality in Education Project (GEEP); and a full day CEF wrap up meeting in January 2009.

Commonwealth Education Fund:
Final Report

J. Hart (2009)

This final project report is based on external end of project evaluations (EPEs) of CEF conducted within the 16 CEF project countries and provides short profiles of each country and regional organisation CEF supported. It also draws on a global CEF final evaluation conducted for CEF and the Department for International Development (DFID) by Eric Woods, an independent consultant, and includes a chapter on lessons learned from his report.

Commonwealth Education Fund:
Global Mid-Term Review

CEF (2005)

This mid-term review of CEF after three years showed CEF making a difference in how
education civil society organisations (CSOs) engagement with the policy processes in
sixteen low-income Commonwealth countries in Africa and Asia. A combination of statistics, critical analysis and case studies in this Review helps the
reader gain a clear view of the roles that CEF has played and the contributions that it has made.
