Conference of Commonwealth Education Ministers (CCEM)


17th CCEM - Kuala Lumpur, Malaysia - June 2009.
CEF presented at a breakfast meeting for Education Ministers. The meeting looked at CEF in context of education goals, and outlined current initiatives such as Civil Society Education Funds (CSEFs), discussing how civil society as a whole can collaborate more with government toward the delivery of the Education for All and MDG goals, and what individual Education Ministers can do to help. The CEF Final Report was launched at this meeting and copies were provided to all Ministers, as well as being distributed at the Education Showcase exhibition at the Kuala Lumpur Convention Centre.

16th CCEM - Cape Town, South Africa - December 2006.
CEF funded country level coalition representatives to travel to Cape Town to attend the CCEM Stakeholder Forum, which discusses critical issues and helps inform the ministerial meeting. CEF hosted a breakfast meeting facilitated by Njongonkulu Ndungane - the Archbishop of Cape Town and Chair of the Board for African Monitor. Attending the session were CEF-supported coalition representatives and regional partners ANCEFA, ASPBAE, GCE and PAMOJA, and Ministers of Education. The session looked at CEF's Funding Change research. CEF also contributed to a publication on Commonwealth Education Partnerships, disseminated at the CCEM.

15th CCEM - Edinburgh, Scotland - 2003.
CEF held two events. 1) Briefing session on CEF chaired by Eddie George for Education Ministers, Commonwealth delegates, the press. Eddie spoke about his own personal experience of education and opportunity, and discussed his meetings on CEF with Commonwealth Finance Ministers, High Commissioners and Central Bankers. 2) A CEF Breakfast meeting for selected Ministers of Education, chaired by Paul Boateng MP. He emphasised that although the role NGOs can play may sometimes be uncomfortable for government – as NGO sometimes challenge government – but that it is crucial for democracy and for broadening ownership of education. Ministers had discussions with their respective CEF/civil society representatives, helping create a new space for dialogue.

CEF Closing Events - June 2008

In June of 2008, three events were held to celebrate CEF’s achievements and discuss sustaining advocacy post-CEF:
- Seminar at The Bank of England
- Reception at Buckingham Palace
- Working group at Dover House

Participants in this series of closing events included:
• bilateral aid agencies of the UK, USA, the Netherlands, France, Spain, Italy and Australia
• the European Commission, the World Bank and the Fast Track Initiative secretariat
• civil society education activists from 16 countries, the regional education coalitions ANCEFA and ASPBAE, Education International, and the Global Campaign for Education
• over 30 foundations and trusts from the US and Europe
• numerous international NGOs, private sector organisations, faith-based organisations, academics, Commonwealth bodies and individuals interested in education.

CEF Reception at 11 Downing Street


On 6th May 2004 the CEF was pleased to welcome guests to a reception which was held at 11 Downing Street, by kind permission of the Rt Hon Gordon Brown MP, Chancellor of the Exchequer. Guests were able to hear about the work of the CEF in speeches from Sandy Leitch, Eddie George and Gordon Brown, as well as from special guest, CEF Kenya Coordinator, Emily Kioko-Echessa. Emily shared some stories from Kenya about the impact of the government's Free Primary Education policy - both the achievements and the challenges, and helped all those in attendance to gain a better understanding the work of the CEF and civil society groups.
