CEF ended in 2008 but there is an ongoing need to support the important work done by civil society education advocacy groups around the world.

In 2007, CEF published research into coordinated civil society education work and sustainable ways to finance it. The final report, Funding Change: sustaining civil society advocacy in education, clearly showed that while donors are increasingly offering coordinated and strategic support to governments, their support for civil society remains fragmented and unstrategic. 

The report made a strong case for the creation of Civil Society Education Funds (CSEFs), to be run by inter-agency boards, providing strategic grants and capacity building to strengthen education work by civil society organisations committed to Education for All. In June 2008 CEF held a one-day working group session on this idea. Several donor representatives suggested that a proposal for CSEFs be presented to the Fast Track Initiative (FTI). CEF provided funds to the Global Campaign for Education (GCE) to take this proposal forward and, in December 2008, the proposal for regional CSEF work in 2009-2010 was approved by the FTI.
