"The central approach for CEF can be defined as developing in civil society involved in education the capacity to add the dimension of addressing management issues in whatever activities they are engaged in. This will lead to more balanced activism and develop the body of knowledge required to suggest reforms to the management of education. It might be that CEF could subsequently be in a position to build a national coalition focused on addressing management issues within the education system."

Pratham Resource Centre (PRC) has developed an accelerated learning method for out-of-school children. This programme is being implemented in collaboration with the government and the corporate sector and has been extended to 13 states in India.
